Currently i have Netbackup 6.5.2. We are planning to upgrade it on 7.
But b4 that i m planning to take entire 6.5 backup on vm(virtual machine). i mean wnt to make vm of 6.5.
so that if any problem presists while upgrading to 7 i can restore 6.5 from vm.
So let me know netbackup support vm ?
or any other solution to upgrade to  7

Should not be a problem . You can virtualize your media server but better support for NBU with VM is Available from 6.5.4 onwards.
The other solution would be to take a hot catalog backup of your netbackup server before upgrading to 7.So if any thing goes worng you can revert back to 6.5.2 since you have catalog backup

You need to be really careful here.  The definitive document for 6.x is here:  ftp://exftpp.symantec.com/pub/support/products/NetBackup_Enterprise_Server/312604.pdf

If your master server currently operates as a media server with tape drives, it can not be virtualized.

You can virtualize your master server, and some disk media servers.  Generally speak tape media servers and various advanced disk capabilities may not be supported.
