Can NBU Master server Catalog recovery be done on Media server ?

No. It cannot. You can only recover catalog to a master server with same hostname, same installation path, same NBU version and patch level. Please read the Disaster Recovery chapter in Troubleshooting Guide.

All i wanted to know is that in some "extreme" situations can media server act as a saviour ?

Can we do some tweaking to make it act like Master server - it kinda has every quality to qualify for a master server (Can hold EMM,Binaries,licences etc)

When you select 'Master' during initial install, different Services are installed and Emm database is created. To make a media server a master, you will have to uninstall NBU, rename server at OS level, then install as master.
