 Netbackup version and the patch level has to be same while doing the catalog recovery.

No this is not possible considering there were changes made in the schema of the ASA database in 6.5.2..Always recommended to use the same veriosn. So either first upgrade your existing server to 6.5.4 and than take a hot catalog backup to recover it on new machien or to install 6.5 and recoverthe catalog and then upgrade the machine.
