I assume from those logs that the cluster in question is the NetBackup Master Server?

You haven't said which version of NBU or what the O/S is but for those sort of skipped files just make sure (via the Client Attributes section of the Master Servers host properties) that this client is set to use VSS and not VSP and also check to see if the NetBAckup Client service is set to use a specific account (if it is then it will need full admin rights to the server to properly access its system state)

The emm log files error you may want to exclude but VSS would generally be able to back up most things.

Also check it for any application and system event logs entries at the time of the backup to see if it is having issues, perhaps with the VSS writers.

Finally, you may want to consider the validity if backing up the Master Server in its entirity

If it crashed you would need to rebuild it and re-install NetBackup in order to be able to restore it so in truth there are just a handful of registry and configuration files that are of any real use for a Master as everything else is stored in the catalog backup

Hope this helps

No need to backup ALL_LOCAL_DRIVES on clustered master nodes.

Backup selected folders (other than NBU) that you feel will be necessary to backup and will be needed to be restored in case you lose the server, and ensure that you have regular Hot Catalog backups.
Disaster Recovery of a Master server is covered in NBU Troubleshooting Guide.
(As Mark said: re-install OS, setup cluster as before, install NBU as clustered Master, recover catalog.)

If you need to backup clustered clients (not NBU server), best to create 2 separate policies:

1) Backup Selection:
  Local filesystems, (not ALL_LOCAL_DRIVES) e.g.
  C:\
  Shadow Copy Components:\
 Client names:
 D5YLSRR1

D3YLSRR1

2) Backup Selection:
  Shared Data
(Depending on what kind of data this will either be a filesystem backup for a File Server or Agent backup if database such as SQL)
 Client name:
 <Virtual-hostname>
