The cache used for the MSDP-C pool needs to be (by default) a minimum of 1TB of the free space available in the local MSDP pool on the storage server you are trying to add the cloud pool to. At the top of the document you used is a link (https://www.veritas.com/content/support/en_US/doc/25074086-146020141-0/v145698641-146020141) which details this requirement (and possible others).

It is possible to alter the required space by modifying the various Cloud cache sizes in the contentrouter.cfg file (although for a production system I would not recommend doing this). The default values in the file are as follows:
CloudUploadCacheSize=12GiB
CloudMetaCacheSize=500GiB
CloudDataCacheSize=500GiB
CloudMapCacheSize=5GiB
