The soluction was remove o host configured by NDMP, and re-configure the ZFS Appliance by OST (OpenStorage)

I'll assume this is a supported device for OST. Have you installed the plugin provided for the ZFS device on the media server? Can you ping the device from the media server? Its complaining about not being able to reach it.

We installed plugin on MediaServer with successfully, see;
[admbkp@(mediaserver) ~]$ sudo /usr/openv/netbackup/bin/admincmd/bpstsinfo -pi -stype oracle-zfssa
Plugin Info:
Plugin Name: libstspioracle-zfssaMT.so
Prefix: oracle-zfssa:
Label: ZFS 7k Plugin
Build Version: 1
Build Version Minor: 0
Operating Version: 11
Vendor Version: v1 ZFS plugin
And we can run ping (ZFS appliance) with succesfully, see:
[admbkp@(mediaserver) ~]$ ping nxbrexzfs02.
nxbrexzfs02 is alive

Ok next steps would be to make sure that both the master, media and the actual device can resolve each other and that all ports are open between them.

Yes, It's able documentation for Oracle (ZFS Storage Appliance)
It's Attached de documentation for configuration ZFS (OST_admin_guide_v100.pdf)
One information very important, that in doc is mentioned only NBU 7.1 and 7.5

I see in the guide that you have provided that FQDN must be used:
p.13:
Enter the storage server details. For the storage server name, you must use the fully qualified domain name (FQDN) of the appliance; otherwise, optimized duplication may fail. If the FQDN has not been used, you should unregister the appliance, delete the appliance from the host cache, and re-register it. Specific instructions for this process are located in the Troubleshooting section of this guide.
Can you confirm forward and reverse name lookup between the Appliance and media server?
Check comms in both directions.

Yes, we are setting the ZFS with FQDN, yet the error is the same
Confirmed forward and reverse name lookup between Appliance and MediaServer are OK

You may need to ask Oracle about firewall ports.
It seems only Data Domain has shared port requirements with Symantec (as per NetBackup Network Ports Reference Guide )
Have you confirmed that the media server is functioning correctly as media server?
Can you add Basic Disk STU as a test and see if backups are running fine?
Have you checked and confirmed license keys installed on the media server?

(Yes) I never mentioned that we did have the configuration (for the same ZFS by NDMP with short name)
After that deleted this configuration (NDMP), was possible configure with successfully
