OMG, I was about to panic.
After DR recovery of NetBackup Master, the policies, clients, and a few other things were visible but no items in the catalog! Google search found a few old threads but nothing was helping. Finally came across this technote which did the trick.

Pretty sure everything was matching between the old production and new DR server but somehow missed that. Whew!
