FlashBackup is for Unix and Linux.
Use this policy type to backup raw devices with ability to restore individual files on supported Unix or Linux clients.

FlashBackup-Windows is for Windows.
Use this policy type to backup raw devices with ability to restore individual files on Windows clients.
Also used for VMware backups up to NBU 7.1.x.
7.5 introduced a new policy type for VMware - called VMware.

Both policy types need Enterprise Client license.
