We are unable to install NBU7.7.3 client on win2008R2 server. The installation fails with below error.

I found there were some left overs from NBU client 7.5 and Backup Exec remote agent on the same system. So I manually properly uninstalled both and rebooted the server. Just for testing we tried installing 7.1 client and it got installed successfully however when I am trying to upgrade it to 7.7.3 client it gives same error.
Checked our article http://www.veritas.com/docs/000020614 and it suggests to follow MS KB article.

However it does not contain any steps looks like article is no more available. Plus there are no registry entries on the server.
This problem may occur if any of the following values exist in the Windows registry:
HKEY_LOCAL_MACHINE\COMPONENTS\PendingXmlIdentifier
HKEY_LOCAL_MACHINE\COMPONENTS\NextQueueEntryIndex
HKEY_LOCAL_MACHINE\COMPONENTS\AdvancedInstallersNeedResolving
I tried running the setup of vcredist_x64.exe and it gets installed successfully but nbu client 7.7.3 still fails.
Can anyone suggest how to get the client installed
