i also have the same issue but it is consistent and as such almost none of my jobs can complete successfully

Try restarting ltid service on server td002 - until it is restarted it will be stuck in 'RESTART' state.

Please tell us OS version on this server?
If W2003, have you confirmed that Removable Storage Manager service is stopped and disabled?
NBU version looks like it is unpatched 7.0 - is this right?
Please see these troubleshooting steps that I have shared in above post:
Enable logging on this server for further troubleshooting:
Add VERBOSE entry to <install-path>\veritas\volmgr\vm.conf followed by restart of NBU Device Management service.
Create bptm log folder under <install-path>\veritas\netbackup\logs
Device errors will be logged in Event Viewer System and Application log.
NBU I/O errors will be logged in bptm.
We can see that one tape drive is in RESTART mode, which means that NBU cannot use it.
If restart of NBU Device Management service does not clear this status, you will probably have to reboot the server.

the os is windows server 2008 r2
the nbu is 7.0 just as u suspected

Use Windows explorer to navigate to <install-path>\veritas\volmgr
Use a text editor such as Notepad to open vm.conf
Add
VERBOSE
on a new line at the bottom of the file.
Save and close the file.
Restart NetBackup Device Management service.
