Error after upgrade to netbackup 7.5

We instaled Netbackup 7.5 on a Windows 2008 server.   We got the message " Installation Complete "   Whe the box came up to add additional License Keys, we hit Finish, and then got the following msg

The NetBackup Access Controll upgrade failed and must be rune manually

Does this mean that there should probably be another license key that should have been installed ?

This is from the NBU security guide about upgrading (when you use NBAC):

Make sure that current AT and AZ services are running when the upgrade is performed. If NetBackup is running in a cluster sever, make sure that both services are running in the active node where NetBackup is running and the upgrade is performed.

The following procedure describes how to upgrade NetBackup Access Control (NBAC).

Upgrading NetBackup Access Control (NBAC)
1 On the master server, stop NetBackup.
2 Upgrade NetBackup.

If you have followed that, check the \netbackup\logs\nbatd & nbazd logs, or the upgrade logs.

It is very likely that this not related to license keys.

What version did you upgrade from?

Are you able to confirm whether NBAC was already installed?

Is it a clustered master server?

I found out the the PATH statement was not allowing the server to use OS commands.   I fixed the PATH statement, and that fixed the problem
