Exchange Restore Error on windows with netbackup 7.6.0.1

I have created sapce on a client to restore Exchange Server 2008 1 database file, but I get errors on it, just want to know if you can restore exchange to a hard drive with space, or do you need to have echange on this client.  This is the first time I need to do this only a terst we want to do.

You cannot restore Exchange to a client without Exchange installed. 

File-level restore would only be possible if you took offline file-level backup.

My view of db backup is of a bucket and water. Db backup will only save the water, not the bucket.
You need Exchange to provide the structure where contents can be received.
