"Could not fetch snapshot metadata or state files" probably is not the error. It's likely a result of "Error attempting to find volumes to snap."

An Exchange snapshot job has two executions of bpfis - "bpfis create" to create the snapshot and "bpfis delete" to convey the backup status to the first bpfis process and clean up the "state file and metadata files" in NetBackup\online_util\fi_cntl.

If the "bpfis create" process doesn't make a snapshot, it doesn't create the state file or metadata. The "bpfis delete" process needs to find the main state file in order to communicate with the create process. When there is no state file, it logs this error.

Work on the "Error attempting to find volumes to snap" failure. The links from Nicolai may help. You'll likely have to look at the bpfis log to find the true error. There are too many possibilities for me to speculate.
