This is still the case in 7.5. Please bear in mind that Incremental backups are in essence Log backups, so no individual mail item can be selected from there for restores.

See Limitations and conditions for restores using Exchange Granular Recovery Technology (GRT) topic in NBU 7.5 for Exchange Admin Guide.

■ This feature only supports full and user-directed backups. NetBackup lets you
create a complete policy for disaster recovery, with all the various types of
schedules. However, you cannot restore individual items from an incremental
backup.

GRT works only with DB backups, and this is because DB shoudl be mounted and presented for enumeration.

Exchange so called "Incremental" backups are mere log backups that only Exchange knows how to deal with and where to apply.

There may be progress in VMware-based Exchanges once Accelerator for VMware start support Exchange databases, but this is not expected to happen in 7.6
