There are two possible causes: Permission issue or the existence of "Recovery SG Override" registry key (Exchange 2003 only).

Solution

For Exchange 2003 database restore, ensure the Recovery SG Override registry key does not exist. If it does, the Information Store will completely ignore the existence of Recovery Storage Group.

For clustered Exchange setup, NetBackup Client Service will need access to the cluster which may or may not work when it is running under Local System account. Try using an account with Local Administrator and full Exchange Administrator permissions.

You never mentioned Exchange version?

Are you trying to restore to same or different Exchange Server?

Trying to restore original IS or to Recovery Storage Group?

Please take screenshots of steps taken using BAR GUI as well as required steps taken on Exchange.
