i would like to check how you are confirming that images are expired and data is still in Disk?
does the SLP jobs are compleated successfully with out any back log?
does image clean up jobs are compleating successfully with status code 0 ( filter activity Moniter to see image clean up jobs)

If a images is staged to tape, it remain on disk the next backup require that space. First then its deleted.
Another scenario for a status 129, if the combined space used by images not yet staged, plus sum of the estimated backup size, exceed high watermark. That will trigger a 129 too.

i also found the same issue, it is related on setting in high/low watermark?
is it expired data not removed because not reach high watermark?
