I am using flashbackup for windows to backup three volumes E and D and F .. should the backup select be

3 separate streams. One for each volume.
No need for NEW_STREAM if you want each item to be in a separate stream with 'Allow multiple data streams' selected in the Policy Attributes.
NEW_STREAM is handy when you want to group 2 or more items into a single stream, e.g.:
NEW_STREAM
\\:\D:
\\:\E:
NEW_STREAM
\\:\F:
I am sure you can see that the above will generate 2 streams.

along with this also adjust VSS cache size on ur server. Please set client read and client timeout setting to maximum values
