What is Force media Server in bpconf entry ->When a server does a backup - the Media server who did it OWNS the tape and will always be asked to do the restore.
To force the restore to run through a different Media Server than the backup was originally taken from.
When it is required -> Let's see if your media server which did the backup is down and you want to restore the data which is pointing to that media server.
In some cases if you have decommed the media server and images were not moved correctly.
On what conditions or criteria force media server is used -> see above
Why it is used -> see above
How to determine the exact alternate media server in case of restore or backup-> You can search the image or tape in catalog(GUI -> NetBackup Management- Catalog) and it will reflect the media server used to backup the data. If that media server is offline or doesn't exist you have to use force restore.

sri vani has answered your question.
TN HOWTO33211 explains exactly what it is used for.
If you need further explanation, read through Chapter 27 - Alternate server restores in NetBackup Administrator's Guide for UNIX and Linux, Volume I http://www.symantec.com/docs/DOC5157
