We have four drivers and two libraries, each library have two drivers. However, four drivers can't work concurrently. Only two of them can run job concurrently.
I try to change Max Concurrent Drivers from 2 to 4 in Storage Unit, but the NetBackup not allow me to do that and show me message as "The value for maximum concurrent drives used for backup must be from 0 to 2"
Can anyone have idea why I can't change it from 2 to 4 ?

You cannot increase the concurrent write drive count of any individual storage unit beyond the the number of actual tape drives in that storage unit.
If you want to use all four tape drives, then setup a new "storage unit group", and add both storage units to this new storage unit group, and then use this new storage unit group name in your backup policies and/or backup policy schedules and/or SLPs.

I checked, for each policy, the "Policy Storage" is "Any available" for all of four drives
So I think I think I don't need to crate Storage Unit Group. Any other ideas ?

You are looking at it from the wrong end.
sdo is correct.
You need to create a storage unit with two drives on library1 - set as two drives, create another on library2 with two drives. THEN, create a storage GROUP, that contains BOTH units.
This can be four drives.
OR
YOu can have storage unit1 and storage unit2 for the libraries, each with two drives, and retain use any storage, but I do not know if this will use all four drives.
