How to best configure 2 x 4mm taped drives

So I have a small remote WAN site that has a few Win2003 servers to backup.
There is a dedicated backup server, NBU 6.0 MP7 on Win2003.

There are 2 x 4mm (36/72) standalone drives. No robot / auto changer.
There is a 150GB disk which I use when the job has failed to get a quick backup, then I duplicated from that to tape.

The largest system is Exchange about 70GB.
With software compression we get 46 GB onto one of the drives, then it waits for another tape to be loaded into that same drive.

The 2nd drive with a perfectly good tape is ignored.

Is this normal default behavior? Or is there a problem?

Is there a way that I can configure the NBU system so that the 2nd drive is used by the same job?
Something with storage groups?

I want to do this without spending cash.
I know about Puredisk & other dedupes, we are evaluating but no budget yet.

I am looking at the Exchange server and there is just 1 storage group. I could split that into 2 and then split the job into 2. It seems like a sledgehammer to crack a nut.

Any ideas ?

Thx
Rich
