Hello Anto, to restore a complete VM you should use the VMWARE type policy ; You will use the agent installed on your esx / vcenter to backup vm disks, so you can restore VM completely from scratch.

You can find more details here https://www.veritas.com/support/en_US/article.DOC6461

Alternatively you can use Bare metal restore :

https://www.veritas.com/support/en_US/article.DOC6472

But I suggest you to use vmware policy which is designed ad-hoc for vm's.

If you backup a VM with an agent using BMR you can convert it to VM. Please take a look at:

https://www.veritas.com/support/en_US/article.000072549

But the fastest, easiest and more like to be successful is to do a VMWARE backup :)

If you dont have BMR and you need to do a full recovery on a windows system from a MS-Windows type backup, you are in for a wild ride.

Follow this technote to the letter and pray :).

If it was a Linux VM its usually easier:

https://www.veritas.com/community/articles/full-system-recovery-unixlinux-client-without-bmr

Both articles are aimed at physical servers, but since you are essentially treating the server as physical when you do agent based backups, you will need to do the same for restores.
