Hyperv VM in locked state during Backup

Hyper VM in Hyper-V cluster goes to locked state during NetBackup backup and I understood its the behavior of Hyper-V that lock is not released until the backup completes deleting the snapshot/checkpoint. 

I think its Microsoft that creates the lock due to snapshot accessed for backup, but I didn't get any solid tech references for the same. We are using VSS method for this HYPER-V policy type. Please correct me if I am wrong and let me know if we have option/enhancement from NetBackup for Hyper-V backup so that it doesn't lock the VM till backup completes if NetBackup manages it.
