"If VSS is having problem" there is nothing to be done from NBU side to fix it.
As per Nicolai's excellent post - VSS is bundled with Windows.
OS team need to troubleshoot.
Because NBU is affected by VSS issues, you will find some Symantec Technotes:

There are more TN's, but these 2 should point you in the right direction.

Please be specific about the issue.
If it is regarding the cache size issues we ourselves can resolve it.
It depends on the issue we are experiencing.

VSS is something that is bundled with Windows, and not Netbackup.

Netbackup did in the old day deliver a components called VSP that was responsible for backup of open files. But that was for Windows 2000 and earlier.
