Did you ever work out a solution?
We had the same issue with NOM v6.5.3. Was "told" by Symantec Support to upgrade to NOM v6.5.4, but not why. Tried to upgrade failed. Then told of the dependency on VxAT v6.5.4 - which isn't in the NOM v6.5.4 release notes, sighs. Tried upgrade, failed. Then found I had to install "preprocess.xml" file, but wasn't told that it should be removed after the upgrade.
Anyway, after all that I still have the same problem.
The other parts of NOM seem to be ok - except for "Job Monitor" which just sits there "Queued".
Tried restarts, but some of those don't even restart preoperly.
Annoyingly the "nomadmin -stop_service" doesn't take down the "Alert Service". Sighs.
Any ideas on solving Job Monitor Queued?
