Are those files really exist, or able to be read by Netbackup?  Check if the "Netbackup client service" has the correct admin rights to access your Lotus Notes files.
 
Check also your application event logs for any other possible cause.

NetBackup for Lotus Notes database agent backup finished with Status Code 1; error "WIN32 1: Incorrect function" is seen in the Job Details

Not sure how relevant it is you your environment (& the environment "show all" within the T/N itself shows nothing!), but there is a warning:

"There exists a potential danger that disabling the timeout will result in Domino resources being consumed to the extent that the Domino server could crash during the backup."

There might be some files opened by the mailing system which is blocking the netbackup agent from backuping up those files. we have this problem always with our Exchange mailboxes and datastore files.

Is it mandatory to configure NetBackup client service with lotus notes account? by doing so will it backup the open or busy or unaccessible files ??

If not how to avoid the such error in future..

I would say it's preferable (to use Lotus Notes account), this is just similar to backing up Exchange, Enterprise Vault or Sharepoint backups. By this the account is sure to be able to read/access the files correctly and would therefore give you more success rate. 

A status 1 in this kind of application backup is usually not good enough. Aim for status 0.
