I just set up a MAC server for backup Friday.
I did a All_LOCAL_DRIVES
it backed it up OK.
BUT.....
/dev is in a different file system from /. Skipping.
/home is in a different file system from /. Skipping.
/net is in a different file system from /. Skipping.
now /dev has items in it, but it never kicked off a new child (yes I have the policy to allow streams)
/home and /net don't have anything in them.
But when I go to the bar it shows nothing under /dev.
1) is this correct for a MAC
there is no exclude file in /usr/openv/netbackup
And the Job Details said it had to skip a bunch of files under /private/tmp and /private/usr all saying special files.
And I ended up with a return code of 0
2) is this correct that even though it skipped a bunch of file, with no exclude list it still said it finished ok?

Did you ever figure this out?
MacOS X is treated a lot like Linux (for obvious reasons) - you should be able to use `bpmount -i` locally to figure out what's "different" and why.
With ALL_LOCAL_DRIVES, it would be expected that these are skipped when Cross Mount Points isn't checked.
The list of what you should expect to get skipped is in the Admin Guide I - although we don't discuss Macs there, so you kinda have to take the Linux list and extrapolate from there.
Hope this helps! If not, ask me again!
