TECH31385 is a oldie but goodie doc that answers most of your questions.
Short answer is, you can't change the Master server name. Changing the ip address is fine, but renaming a Master Server or Media Server should NOT be attempted without the assistance of either a Symantec NetBackup consultant or a certified consultant from a Symantec Consulting Partner.
on question 2, tapes can't be shared between NetBackup environments. It would be like one hand not knowing what the other does. Data loss would most likely occur.
Now if your looking to start over, and make a new NetBackup environment from the ground up, you would need to do a phase 1, phase 2 import of every tape in your environment and all disk storage. This could take a long while depending on your env.
Symantec Consulting Partner would be the best and probably most cost effective solution for you.
Otherwise just migrate the same master to new hardware.
A Master Server can be migrated to new hardware using one of the following documented procedures:
