I have several other HP-UX-IA64/HP-UX11.31 servers, they all succeeded in NBU7.1 installation, except this one.
What could be the problem? Thanks!

Are you using the same actual set of extracted installation files for this one as the others?
Just thinking about this issue: http://www.symantec.com/docs/TECH154080
Have you tried it locally?

yes, I noticed this issue, and I did use GNU tar.

Have you tried a local installation incase there is something affecting your rights or connection across the network?

It is a local installation with root user account.

Are you sure that this client meets all pre-requistites:
gzip and ginzip
PHSS_37202
etc.. see the release notes
