The different HCART's as just a definition or labels. There is no rule that define HCART?? must match to a specific generation of LTO drive. That also why there is no HCART5 definition to match LTO5 - there is no need to.

There is no relation between hcart and LTO.
You could set the drives as 4mm, they will work exactly the same way.
NBU uses 'density' to allow only the tapes that have the same density as the drive to be loaded.
It is much easier to think of colours.
hcart = green
hcart2 = red
4mm = blue
If I set the density of my tapes to red, and set the density of my drives to red, then the tapes are allowed to be used by NBU in those drives.
Of course, in NBU, we do not see the density called red, we see hcart2 (for example)
We could the change the 'density' of the drives to 'blue' (or really 4mm) and then the tapes will not be loaded, as they are set to a different density.
If we then change the tapes to blue (or really 4mm) - it will all work again.
It is that simple, chaging the density of a tape of drive has no effect on it's performance, or capacity.
It would have been much easier if Netbackup had been written to use colours instead of names, blue tape goes in a blue drive for example.

what HCART means ? and is it true that after LTO3 every media label would be HCART only ..i mean i never saw HCART4 ?

so is there a way we can see in NBU what is the density of tape it is using ?
i mean i have seen HCART + HCART2 working just fine in an environment..

hcart stands for 'half inch tape cartridge' but it doesn't really mean anything, as I explained above.
I don't think there is an hcart4
You can see the drive density with tpconfig -d
You can see the tape density with vmquery -m <media id>
(Both commands are in the .../volmgr/bin dir )

Once HCART, HCART2 and HCART3 are used you start over again with HCART.
As said before this is just a density label that help Netbackup differentiate different tape types.

NBU defaults can be found in external_types.txt (in /usr/openv/var/global).
Example ( HCART1 shows up as HCART) :
