Trying to restore some servers and getting the above error in the Administration Console.
The client gets a FTL- socket read failed error, and there is an additional error code of 23.
I can actually restore some folders to the servers fine, but if try to do the whole C: this is when the error happens.
I have tried making the changes outlined in this link:
I have also tried increasing the Client Read Timoeut on the Master/Media servers to 3000 from 300 but still no luck.
Apprecaite if anyone had any ideas what else I could try.

Thanks for advice, I seemed to have been able to fix the problem by changing the TcpMaxDataRetransmissions registy key on the Master/Media server to 10.
Process is outlined below.

Restoring entire OS?
If so, have a look at these TNs:
W2003: http://www.symantec.com/docs/TECH56473
W2008: http://www.symantec.com/docs/TECH87810
Hope this helps.

Changing the user-directed operation timeout (in client properties) to a higher value can resolve the Status 23 error on a user-directed operation.
