NetBackup 7.0.1 Synthetic Fulls Reading Tapes

First time poster alert. 

I am missing something simple, I'm sure.  The synthetic full backup jobs end up requesting tapes to read the tape duplication of the previous synthetic fulls instead of reading the previous (disk) synthetic fulls still resident on disk. 

We do a one-time-full to disk.
We do an incremental to disk.
We do a synthetic-full to disk and everything works fine.

We do incrementals to disk.

At some point in time the vault job duplicates the fulls
written above, both the one-time-fulls and the synthetic-fulls,
to tape, one copy to reside in the library and one to the vault.

We do incrementals to disk.

The weekly synthetic-full runs and it wants to read from tape.
It looks like it wants to read the duplicated tape as it was
written after the disk and is more "recent" than the images on
disk.

So we pile up 50 or so jobs waiting for drives and the same
two or six media.

Do you have any ideas?

I assume that NetBackup request tapes because primary copy of full backups reside on tape, not disk. Check whether primary copies on disk have been already expired at time, or you configured vault jobs so as to duplicated full backups on tape goes primary.
