I agree with Marianne
Start with checking all the services on the master server with bpps
You may have more then one important service down.

Im accessing the GUI from the Netbackup Java console, windows.
I'm going to try to restart the services via CLI

I cant see any running backup on the master server, any CLI command that can help me view if there are running backups before I restart all of the services?

Activity monitor is up and running
I just restart all services of NBU on master server
