What is the best way to set up a NetBackup Administration Console installation on a support staff's windows workstation such that they can view information (ie, tape mount requests), but not change anything?

NetBackup Access Control (NBAC) is what your looking for. You will create users and then use the Authorization Objects pane, that contains the NetBackup objects, to which permissions can be granted. It sounds like you just want Browse/Read permissions only for this user.
