NetBackup Master Server high CPU while Media Servers idle

We have a NetBackup 7.5.0.4 environment consisting of 1 master server and 4 media servers.  We back up approximately 12 Exchange servers, 6 SQL servers, a few file servers, and about 200 VMware VMs.  Our full backups usually kick off on the weekends.

When we added media servers, we assumed that the media servers would directly receive data directly from the clients and perform CPU-intensive operations (like compression, etc).  And the master server just basically coordinates "handing out" work to the media servers.  However, when a lot of backups are running (especially VM backups), we notice that the master server would have very high CPU while the media servers seem to be idling.  Also, the master server has high network activity as well (though the master server is not connected to any storage for the backups).

Based on what we're seeing, for VM backups, it seems instead that the master server is the one that connects to the clients to receive the data, compress it (if enabled), and then send the data to the media servers for storage.  And the media servers receive the data for storage, but they do not do any of the CPU-intensive tasks.

Is this correct?  Or is there a misconfiguration of our NetBackup environment?
