The situation is quite simple to explain.
RHEL 6.8 with NBU 7.1.0.4 enterprise netbackup.
The /usr/openv file system has been deleted.
Can I simply restore a tar ball of /usr/openv, reboot, and have a working system?
Or do I need to reinstall the software?
BTW, there are no other backups.

When I have done version upgrades of Netbackup I have made backup copies of /usr/openv and then reverted back to the saved copies when needed. So I think you'll be OK.

A tarball may work providing NBU was shutdown when it was taken (due to NBUs internal sybase database).
Otherwise you are looking at a reinstall and catalog recovery.

I agree with Martin.
If NBU was up and running during tar backup of /usr/openv, then nbdb will not be in consistent state and EMM will not start.
I have seen it happen - not pretty. I was called in to try and assist.
The only catalog backup was 2 days old, meaning that images and nbdb were out of sync.
It was a mess... to put it mildly....

What about files in /usr/openv/netbackup/db ?
If files in that location are gone, you need to restore the catalog backup as well.
