Netbackup legacy network service wont run after upgrading to 7.7 on Windows 2003 server

I have tried to upgrade the Netbackup client on a windows 2003 SP2 server from Netbackup 7.6.1.1 to 7.7. However the Netbackup legacy network service fails to start with 1053 error

Netbackup 7.7 does not support windows 2003 at all.
You have to roll back the client software to 7.6
