Seems your Linux server was installed without basic networking?

127.0.0.1       localhost
is normally in /etc/hosts by default.

Symantec does not mention this as a requirement because it is assumed that a NetBackup server will have Networking by default. cheeky

Even standalone NBU master servers need network comms from itself to itself.

Some TNs mention this /etc/hosts entry as a requirement, like this one:   http://www.symantec.com/docs/TECH66433

And this status code 25 TN: http://www.symantec.com/docs/TECH141839

Please show us processes running on this master:
bpps -x

and output of:
nbemmcmd -listhosts -verbose
nbemmcmd -getemmserver

What kind of backup storage is configured? Disk? tape?
On master or media server?

Is bpjobd running by chance? Try following the process in TECH30654 that talks about running bpdbjobs, and the activity monitor does not report any jobs.

I am able to find there is no server.conf an databases.conf file, but it should be there as it was new install of netbackup.

tried reinstallation of netbackup, but same issue persists.

all nbemmcmd commands are failing, master is using only disk for backups.

No vxdbms.conf, server.conf, databases.conf file is created by default.

tried reinstallation of netbackup, but same issue persists.

We need to see all replies to installation questions/prompts.

Please locate the installation log files:

/var/tmp/installpbx-#######.log
 /usr/openv/tmp/install_trace.#####

Copy them to .txt files (e.g installpbx.txt and install_trace.txt) and upload as File attachments.

Also show us contents of /usr/openv/netbackup/bp.conf

You need to add IP address and hostname to the server's /etc/hosts file for itself.

Have a look at the following in the installation log:

The host name: spnchdnb004 does not resolve to a local ip address.
1 fatal networking error encountered.

What does 'hostname' command return? Shortname (spnchdnb004) or FQDN as in bp.conf?

I have learned that it is best to use shortname if that is what 'hostname' returns.

Would you like to use "spnchdnb004" as the configured
NetBackup server name of this machine? [y,n] (y) n

Enter the name of this NetBackup server: spnchdnb004.spnchddc.com

Is spnchdnb004.spnchddc.com the master server? [y,n] (y) y

So, remove installation, add entry for the server itself in /etc/hosts, then re-install.
Choose shortname as Configured Server name.

EMM databases should now be created.

yes, it is the reasonof issue. I added following entry to host file.

ip address          hostname_with_fqdn         hostname

and then just followed the following steps.

if you are certain your network is set up correctly,
add BYPASS_NETWORKING_TESTS=TRUE to bp.conf to avoid
running the network test; otherwise, correct the
reported problem.  In either case, rerun
         /usr/openv/netbackup/bin/install_bp when the problem
         has been resolved.

then it worked for me..

but if  I open policies section.. then it fails to load and gives following errors.

cannot connect to remote service[contentindexingservice.contentindexingmgr-hostname] status 25

cannot connect to remote service[DARSMANAGEMENT-hostname] status 25

Issue resolved with refrence to following discussion.

https://www-secure.symantec.com/connect/forums/nbstserv-nbevtmgr-are-not-getting-started-new-install

added following entry to hosts file.

127.0.0.1       localhost.localdomain.com       localhost
