Hi dears,
Why Netbackup self service is not included on packages after version 8 (8.1.2 and 8.3). no update after 8?
What about license? I need purchase extra license for NSS?

If you're entitled, it should appear in your 8.x downloads on support.veritas.com under "Base and upgrade installers". I just checked for 8.2, and it's there in my list -- both the installer and 2 maintenance release packages. If you aren't seeing it and believe you are entitled, I suggest a call into Customer Care.

NSS is included in Platform Base Complete. See if you can get to this licensing doc:
