You have chosen 'Deferred reports' over 'Immediate reports'.

I have honestly no idea what happens when reports configured as 'Deferred'.

Maybe Vault Admin Guide will help you with details of these 2 choices.

Can you use sendmail at OS-level as root to send test email?

Have you checked OS-level mail queue to see if any errors are reported?

Extract from NetBackup Administrator's Guide, Volume I   under Setting up email notifications about backups

Additional UNIX configuration to receive emails
NetBackup uses the mail transfer agent sendmail to send email notifications. Install
sendmail from the following website and configure the environment accordingly:
http://www.sendmail.org/releases
