What are the NetBackup and Windows versions on your client?
I am intrigued that bpbkar32 issued an error code whose text is "media manager received no data." Looks like someone reused the error code without considering the text. The internal name for the code is just "no data received." Let's consider from where bpbkar32 would expect to receive data on a DFSR backup. Answer: the DFSR VSS writer.
To chase this we need client logs. For DFSR, that's bpfis, bpbkar, and beds. Please make sure these folders exist, and set the logging levels on the client to 3 or higher on the Logging screen and 2 on the Windows Client / Client Settings screen.

Could you firstly please let us know what you have in Backup Selection of the policy? (as per @sdo's request ).
bpbkar log on the client (requested by @Lowell_Palecek) will also be good as this will show us how Backup Selection was interpreted and if any Exclude List exists for this client/policy/schedule.
