I've checked VSS settings and everything is fine.
Maybe you've got similar issues ?

OK. I've just found it. It's probably a bug of 7.0.

Windows 2008 has a boot partiton without drive letter assigned. I've found in google that sometimes assigning letter to boot partition resolves issues with backup of system state..
And it works :)

I have few quires ,

Is the master server is also with Netbackup 7 and OS is win 2k8 R2?

Client you are facing issue is under cluster or its just a standalone server and what application is configured on this server

Have you tried to backup System State with Windows backup?
http://seer.entsupport.symantec.com/docs/317208.htm

This should indicate whether it's a Windows or NBU problem.

Check on the client by running the command

Vssadmin list writers

if you found any failures in writers then reboot once the machine and chek the backup .
Compare to 2003 , 2008 is very stable .

And also verify that you have configured the open file backup VSS is selected for the clients

Open file backup using VSS is enabled.

Some of VSS writers are in "Timed out" state. After reboot in Stable state but after first backup - again i Timed out state.
