NetBackup for Oracle has always been a licensed option. These days it is included in Application and Database license. You need 1 per server that needs to be backed up.
Client should be on supported version of NBU - 7.0 or later. Best to be on latest possible NBU version or at least a version that supports the Oracle version that needs to be backed up.

NetBackup 7 Operating System (CL) : http://www.symantec.com/docs/TECH76648
NetBackup 7 Application/Database Agent (CL): http://www.symantec.com/docs/TECH126904
Work with your Oracle dba to configure/modify the sample scripts - they contain notes that indicate what needs to be modified.
Go through the NetBackup for Oracle Administrator's Guide http://www.symantec.com/docs/DOC5175 for detailed steps and instructions.
Good luck!
