Difference between VCB and vStorage is mentioned in NetBackup for VMware 7.1 Administrator's Guide. Check page 15 - "vStorage vs VCB". http://www.symantec.com/docs/DOC3663 This guide also describes configuration steps.

Refer admin guide http://www.symantec.com/docs/DOC3663 to configure backups.

Primarily VCB you require a holding tank for your snapshots to be copied to. vstorage API does not require this holding tank. Both methods still require a 'proxy' or backup host to talk to the storage of your virtual machines for the snap.

VCB is being removed going beyond vsphere 4.0 > 5.0 and is much better (preferrable) to use vstorage API method of backups. You do not need to install anything for the vstorage api method of backups. (VCB framework was clunky)
