Restore VM without vCenter (VMware policy restore error(2820)

Good evening!
I'm using Netbackup 7.6, vCenter 5.5.0 and ESXi 5.1.0
I was faced with the problem of restoring virtual machines without vCenter (he was damaged), with which a backup was created.

I have added the ESX server credentials, I chose its type as "VMware Restore ESX Server" and rebooted the services Netbackup.
Next, in the Virtual Machine Restore Wizard I select "Alternate Location" and instead of "Netbackup Recovery Host", I select the master server.
In field "vCenter Server" I select "None" and specify a standalone ESX server, that previously deassociated from vCenter..
Pre-recovery check passed without errors.
In the end, I got this

We are still seeing reference to vCenter:

"Restoring to vCenter server svm1.domain.com, ESX host svm1.domain.com, "

Have you selected "Run Pre-Recovery Check" before attempting the restore?

According to this doc: https://www.veritas.com/support/en_US/article.100026046.html    
VMware does not support restoring a virtual machines directly to an ESX 5.x server that is managed by vCenter.

It seems VCenter needs to be fixed first.

Yes, I ran the Pre-Recovery Check, without this it is impossible to start the recovery.
My ESXi server, to which I restore is not managed by the center - I de-associated it earlier (https://communities.vmware.com/thread/537049)
What means "can not connect on socket" ??
I think Netbackup can not reach to ESXi and therefore does not create a virtual machine on ESXi.. With network access is all right.

Check that TCP port 902 is open in both directions between NetBackup backup/recovery host and ESXi server.

I am curious about this statement:

".... instead of "Netbackup Recovery Host", I select the master server."

The Backup Host is usually the Recovery Host as well.
It is normal practice to use the media server as backup and recovery host.
What have you been using as Backup Host?
