from the Symantec NetBackup™ for Microsoft SQL Server Administrator's Guide

NetBackup uses the NetBackup Client Service and the NetBackup Legacy Network
Service to access the SQL Server when it performs backups and restores. To have
the necessary permissions, the logon account NetBackup uses for these services
must have the fixed server role “sysadmin.” Both services must use the same logon
account.
Choose a logon account for the NetBackup services as follows:
■ For SQL Server 2008 and earlier, the sysadmin role is automatically applied to
the NT AUTHORITY\SYSTEM and BUILTIN\Administrators groups. You can
use Local System for the logon accounts for the NetBackup services.
■ For SQL Server 2012, you must first apply the sysadmin role manually to the
NT AUTHORITY\SYSTEM or the BUILTIN\Administrators group. Then you can
use Local System for the logon accounts for the NetBackup services.
■ You can use another account as the logon account if it has the sysadmin role.
■ For VMware backups, different configuration is required for logon account for
the services.
See “Configuring the NetBackup services for VMware backups that protect SQL
Server” on page 98.

I prefer Domain admin account to log in to windows client server containing SQL database & an account having sysadmin privilages to log in to NBU for SQL console.

Start NBU client services & NBU Legacy network service with Domain account.

if possible get this domain account sysadmin privilages for this SQL instance.

I always recommend to use the same logon account for NBU Client services as for SQL services.

No need for SQL Admins to give this user name and passwd to backup admin.
Since this is their server, they should be administering all services on the SQL server, including NBU services.
