1- Check File System backup and SQL backup both are running on same media sever, if SQL is running from different media server, check you able to connect client by below command at media server.

 cd /usr/openv/netbackup/bin/admincmd

./bptestbpcd -client clientname

2- login into the Client server and check NB service should be running with the account which having SQL admin right.

Check on Client bpcd logs which would give more info.

Db backup needs comms between master and client in addition to media server and client comms. Ensure forward and reverse name lookup between master and client as well as port connectivity on pbx (port 1556) .
