Did you not read the admin guide?

Or are you doing installations with no preparation?   ;)

I suspect an connectivity issue but VM backup is happening fine and bptestbpcd form master and bpclntcmd from client is happening fine and registry entries looks good

We have DNS for hostname resolution

1) Are these new backups for new clients, or old backups which usd to work and have recently stopped working?

2) Have you confirmed compatibility in the NetBackup SCL for database agents?

...  i am unable to open the Netbackup for SQL GUI too....

How did you configure or create backup scripts without the GUI? What error are you getting (if any)?

Can you open SQL Management Studio and confirm that SQL is up and running?

<8> AugmentInstanceList: WARN - Cannot query <HKLM\SOFTWARE\Wow6432Node\Microsoft\Microsoft SQL Server\\InstalledInstances> on <\\stlwsqlmblprd01>.

Only when you are 100% sure that SQL is in a 'healthy' state on this VM, please see NetBackup for Microsoft SQL Server Administrator's Guide  for detailed instructions.

The errors in your log ( that is, the lines with <16> ) look suspiciously like this one:
