Can you use SQL backup utility to backup these 2 databases to disk?

Have you checked SQL Errorlog and VDI logs for errors?

For the 1st error, it may be a good idea to add VDITIMEOUTSECONDS to the .bch script with a higher timeout. The default is 300. Try 600.

Also

for 1st error it might be because of any hung dbbackex.exe processes

if there are any ,Terminate the hung dbbackex.exe processes and try again the backup.

for 2nd error u can verify review the batch file/script policy settings and the policies listed on the master server are given correct or not
