No start window open in this policy and schedule. Backup must be initiated from some scheduler outside. Please check your scheduler ans its script.

Please add -U to the command as per original request?
It will display policy config in 'User' format (human readable)
sudo bppllist sap_online_con -U
(Seems Yasuhisa can decipher unformatted output!)
About where to find how backup is kicked off?
We can only tell you what we see in NBU.
You may want to check crontab on the master as well as crontab on the client.
You will possibly encounter difficulties to check crons without root access.
Best to ask server owners if cron or any other scheduling software (e.g. Control-M) is used.
In the meantime - add an Automatic schedule to this policy to ensure it kicks off when it should.

Unfortunstely, as Marianne suggusted, No one other than scheduler software admin can provide which script ininitate this backup.
Please check schedulers like cron, OpenView, or any other running on the master server.
