Silent Install of EEB on Windows Servers

I am trying to automate the installation of the EEBs associated with VTS16-001 from the end of April onto Windows 7.6.1.2 clients. I've tried using the -force -create switches via the command line, but still get prompted for user interaction on the install. I have consulted the EEB installation notes at https://www.veritas.com/support/en_US/article.000035801; however, no matter the combination I use I cannot suppress the below portion of the install.

I'm not sure what I am missing, but I've had no luck. Any guidance would be appreciated.

One way to work around this kind of prompt is to echo a Y into a pipe e.g. echo Y | eebinstaller.x..xxxx.exe

Must say I have not tried it with the EEB installer

The other option is to create a case about the dysfuntional -force option
The standard questions: Have you checked: 1) What has changed. 2) The manual 3) If there are any tech notes or VOX posts regarding the issue
